Would you like to Co-Host a
Campus CERT Train-the-Trainer Program?

Any college or university may volunteer to co-host a session of the Campus Community Emergency Response Team (C-CERT) Train-the-Trainer Program. Conducted by instructors from the School of Criminal Justice at Michigan State University (MSU), this three-day course is approved and certified by the U.S. Department of Homeland Security, Office of Grants & Training.

Because this is a national program offered on a regional basis, training sites should be located in areas served by major or regional airports with easy access by road, and with suitable hotel options and parking nearby. Training is typically not conducted for a single institution alone, but co-hosted by a college or university, with enrollment open on a first-come, first-serve basis to eligible personnel from any other academic institution, jurisdiction or appropriate organization within that state or region.

Registrations will also be accepted from eligible candidates anywhere in the United States if vacancies are available. Each class is typically limited to a maximum of 50 trainees due to the instructor-student ratio required for the practical, disaster simulation exercises and teach-back elements of the course.


What are the specific facility needs?

Fire, police or other emergency services training facilities administered by a college, university or government agency are usually best suited for this program, but other facilities may also work well. We would need:

A dedicated liaison to:

  • communicate with MSU personnel before and during the classes
  • forward directions for lodging, restaurants, and facilities
  • assist in obtaining parking passes and other parking information
  • assist with establishing contacts with university food services or outside food caterer
  • meeting with MSU staff the day before class (usually a Monday) to review site set-up, and the day after to get shipping containers to the campus shipping facility
  • receive equipment and provide short-term secure storage until the date of the class for 2 palletized shipping containers (containers can be disassembled into 4 boxes (4’x4’x3’) and 2 pallets for ease of movement), 5 boxes of manuals, and 17 boxes of backpacks
  • provide a means for moving equipment from campus shipping/receiving site to training site on Monday, and back to shipping/receiving on Friday.
  • provide other information as needed

Specific Needs

  • Classrooms:
    • screens, audio (mic’s, etc) dry erase boards with markers
    • moveable tables or desks and chairs
    • space for up to 60 participants
    • 4 additional smaller adjacent or nearby rooms for participant teach-backs in small groups
    • adequate restroom facilities

  • Training area – in proximity to the classroom area, with 5 spaces/areas to simulate disaster operations:
    • Propane burn simulator (outside operation) with access to:
      • common water hose with nozzle
      • electricity & compressor
    • Collapse rescue – with access to wood, debris, trash for cribbing
    • Triage procedures area (indoors)
    • First aid (indoors)
    • Search and rescue – with interior and exterior access to a structure
    • Compressor with 110psi rating and tire valve fitting - or access to rental of a compressor for use with the propane burn simulator
    • Place to rent a barbecue size propane cylinder – 1 – 25# cylinder

  • Luncheon area
    • Place to eat in proximity to the classroom
    • Access to area by food services or caterer, for setting out continental breakfasts, lunches, and afternoon refreshments

Nice to Have

  • Fire extinguisher training equipment similar to the BullEx that could be borrowed for the 2nd and 3rd days.
  • Access for the staff to a physical workout facility, if possible.

In addition we would ask our co-host agency or institution to help us with the following:

  • Publicizing or marketing the program through their own, existing networks and systems.
  • General assistance with logistics, local background information, and other recommendations.


What will be my out-of-pocket costs or obligations as co-host?

Our co-host would incur minimal, if any, expenses. The grant will cover reasonable facility costs (if any); catering services; and other miscellaneous expenses for copying, supplies and equipment. If there is no free parking available, we can also cover parking costs for the trainees in a ramp or lot if the parking passes or permits can be invoiced similar to a facility rental charge.
